Project Management Level 4 - Executive Leadership

Learning Objective

Lead organization-wide program management initiatives with strategic vision and resource optimization, develop innovative project management methodologies tailored to team needs (informed by, but not copied from, professional frameworks like Atlassian's Agile guides), establish comprehensive governance frameworks for project selection and portfolio management, and build sustainable program management capabilities while mentoring future leaders. This level represents a proven, multi-season record of program leadership, and is expected to take several seasons to accumulate the prerequisites and requirements it involves.

Tasks

1. Portfolio Management

   • Develop project selection criteria
   • Optimize resource allocation
   • Manage project portfolio balancing
   • Create investment strategies

2. Program Innovation

   • Design custom PM methodologies
     • Review established frameworks (e.g. Agile/Scrum/Kanban) and deliberately adapt or reject elements for the team's needs
   • Implement innovative tools and processes
   • Create scalable program frameworks
   • Develop best practice guidelines

3. Governance & Standards

   • Establish governance frameworks
   • Create program standards
   • Implement quality assurance
   • Develop compliance processes

4. Legacy Building

   • Mentor project managers
   • Build sustainable practices
   • Document organizational knowledge
   • Create succession plans

Level 4 Completion Requirements

• Lead an organization-wide program initiative, reviewed and signed off by a mentor
• Successfully manage a project portfolio with documented selection and balancing criteria
• Design and implement at least one innovative PM practice or tool adopted by the team
• Demonstrate sustained mentorship of at least one Project Management Level 1-3 student through their own progression
• Create lasting organizational knowledge documentation (e.g. a team handbook section or process guide)
